This manual, Army Regulation AR 5-9 Management Installation Agreements April 2018, prescribes policy and assigns responsibilities promulgated within the Army's installation management community for reimbursable and non-reimbursable support agreements executed inter-service (within Department of Defense (DOD)), intra-service (within Army), intragovernmental (within Federal Government), and intergovernmental (between Army and state/local governments), henceforth in this regulation referred to as installation agreements (IAs). This regulation also prescribes Army's installation management reimbursable policy that provides the foundation for determining reimbursement responsibilities within host-tenant IAs. This regulation applies to the Regular Army, the Army National Guard/Army National Guard of the United States, and the U.S. Army Reserve, unless otherwise stated. Also, it applies to all Army commands/components that obtain or provide installation services and infra-structure support from/to Army and non-Army Department of Defense and Federal suppliers via agreements. In the event of a conflict between this regulation and approved Office of the Secretary of Defense or Joint Chiefs of Staff publications, the policy and guidance of the latter will apply.
