Joxel is a loving father, a doctor, and a person who serves to help all people live beautiful, healthy lives. Loving humanity and understanding challenges that life brings, created opportunities for thinking of what is possible and making life better. Joxel's life journey led from the Guimoland dairy farms and sandy beaches in Hatillo, Puerto Rico to the grasslands of Connecticut as a doctor and public health leader before ascending to protect the health of all people globally as the 14th U.S. Assistant Secretary for Health.
