English summary: Apart from the hierarchy principle, the collegial principle is of equal importance as a structural principle in administrative organization. They are classified in three different basic types of administrative organization: the pluralistic, the professional and the cooperative bodies. The collegial bodies serve as a form of self-government in the administration. In this work, Thomas Gross examines the constitutional foundations in the principles of democracy and the rule of law and their consequences for the statutory regulation of administrative organisation, procedural law and judicial protection. In addition he describes the collegial bodies in the administration of the European Union and classifies these according to the supranational structures of democracy. German description: Das Kollegialprinzip ist neben dem Hierarchieprinzip ein gleichberechtigtes Aufbauprinzip der Verwaltungsorganisation. Es umfasst drei Grundtypen der Verwaltungsorganisation: die pluralistischen, professionellen und kooperativen Gremien. Die Kollegialgremien bilden Formen der Selbststeuerung in der Verwaltung, die als Erganzungen demokratischer Legitimation und als funktionsgerechte Ausgestaltung verselbstandigter Einheiten dienen. Thomas Gross untersucht die verfassungsrechtlichen Grundlagen im Demokratie- und Rechtsstaatsprinzip und die Folgerungen fur den institutionellen Gesetzesvorbehalt, das Verfahrensrecht und den gerichtlichen Rechtsschutz. Ausserdem stellt er die Kollegialgremien in der Verwaltung der Europaischen Union dar und ordnet diese in ihre supranationalen Legitimationsstrukturen ein.
