Should an intellectual and especially managerial labor be evaluated within State or local public service or commercial structures? The monograph compiled by the author gives a positive answer to above stated question. During the monograph completion author developed a managerial labor evaluation mathematical model. This model is based on sustainable evaluation object dynamic development mechanism utilizing Fibonacci numerical series and objective evaluation criteria determination algorithm. Task for semi- and non-formalizable object evaluation factors quantification was accomplished successfully. Example of such a factor can be an environment impact. Method of labor efficiency determination as integral key evaluation factor was developed passed probation period and was launched practically. Practical utilization showed significant method effectiveness and even some key factors are more effective if compared with famous P. Drucker established method.
