Should an intellectual and especially managerial labor be evaluated within State or local public service or commercial structures? This model is based on sustainable evaluation object dynamic development mechanism utilizing Fibonacci numerical series and objective evaluation criteria determination algorithm. Task for semi- and non-formalizable object evaluation factors quantification was accomplished successfully. Example of such a factor can be an environment impact. Method of labor efficiency determination as integral key evaluation factor was developed passed probation period and was launched practically. Practical utilization showed significant method effectiveness and even some key factors are more effective if compared with famous P. Drucker established method. Study results are based on solid mathematical and numerical background. All spectrums of objective evaluation, fair reward and sustainable development were covered within the monograph frame.
