The passenger transport system is the highest-emitting sector in the Spanish region of Catalonia and has proven challenging to decarbonise despite longstanding policy commitments. This report draws on the OECD Systems Innovation for Net Zero approach to identify transformative policy packages with the capacity to trigger behavioural change in favour of sustainable modes, which reduce emissions and increase well-being.
