Description
The National Urban Policy Review of Morocco provides an in-depth analysis of the trends, challenges and opportunities of urban development in Morocco. While the country's rapid urbanisation over recent decades has been a key driver of economic and social development, it has also brought numerous challenges, such as urban sprawl, a shortage of adequate housing and quality infrastructure, particularly in transport, as well as congestion and pollution. Although Morocco has a long history of urban policies and has implemented numerous structural reforms to address urbanisation challenges, it still lacks a formalised national urban policy, despite growing political momentum in recent years. To establish a renewed national urban policy, this Review provides a roadmap with concrete recommendations structured around four pillars aiming at promoting competitive, inclusive, sustainable, and resilient urban development. The roadmap also identifies five key enabling factors around planning, coordination and stakeholder participation, evaluation, financing, and technical and human capacities, that are necessary to achieve these objectives.
