Colorado Springs detectives Arnold Simms and Andrew Davis are assigned to a case of a woman shot in her car along the interstate highway but can find no reason for her death. As the two men search for similar cases, they discover that for several past years, during inclement weather, a female has been shot inside her disabled auto. However, there appears to be no connection between the women until Simms discovers one seemingly unimportant coincidence.
